The Luxembourg Toastmasters Communication Team, coordinated by Thilo Kreibich, helps visitors find a suitable club and contacts its current officers to arrange a visit. Each club is run by its own members and officers.
Membership is not free. Members pay twice-yearly dues to Toastmasters International and usually a club fee; each club sets and explains its own amounts. You can visit as a guest before deciding, and there is no obligation to join.
